Himachal Pradesh Solar Policy
Himachal Pradesh promotes solar development under the Himachal Pradesh Renewable Energy Policy 2016, which has been updated periodically to support the state’s renewable energy goals. The policy encourages grid-connected rooftop and ground-mounted solar projects across residential, commercial, and institutional sectors with net metering benefits.
The state is also working toward becoming a Green Energy State with over 90% renewable energy reliance by 2026.

Residential Solar Policy
For Grid connected rooftop solar policy
- No minimum system size for net metering; maximum capacity up to 5 MW.
- Surplus electricity is compensated at 50% of the generic tariff determined by the Himachal Pradesh Electricity Regulatory Commission.
- Residential consumers can avail subsidies under the PM Surya Ghar: Muft Bijli Yojana as per the Ministry of New and Renewable Energy guidelines.
Rooftop Solar
- Allowed for captive consumption by commercial consumers.
- Excess electricity can be exported to the grid and compensated at 50% of the generic tariff under net metering regulations.
Ground mounted Solar:
The utility may purchase the feeder if the project is commissioned before 31 March 2030.

250 kW – 1 MW
Allowed only for Himachal Pradesh residents.
Projects should preferably be located near an 11/22 kV feeder.
If not available, the applicant may construct an 11/33 kV feeder.
The utility may purchase the feeder if the project is commissioned before 31 March 2030.

1 MW – 5 MW
Can be developed by any developer on owned or leased land.

Above 5 MW
Developers can sell or trade power with third parties or through open access, subject to regulatory approvals.
Land Requirement –
- 2 hectares per MW of solar capacity (maximum 2.5 hectares per MW allowed).
- Lease agreement up to 35 years
Tariff
- Up to 5 MW – fixed
- More than 5 MW – bidding
