For the manufacturing of solar modules, Bharat Heavy Electricals Limited (BHEL) has floated tender for entering into Memorandum of Understanding (MoU) for procurement of multi-crystalline and monocrystalline PERC cells. As per the tender, the company will purchase solar cells with an annual capacity of 200 MW from the vendor who won the tender. 16th August 2021 is the last to submit the tender.

According to the tender, the length & thickness of the solar cells should be 5 busbar & 200 ± 20 microns respectively. Along with this, all solar cells should be 156.75 ± 0.5 x 156.75 ± 0.5 or 158.75 ± 0.5 x 158.75 ± 0.5 mm in dimension & the diagonal variation of the solar cells is less than or equal to 0.5 mm. The power output of the multi-crystalline and mono PERC solar cells should be 4.67 W and 5.37 W respectively.

In addition, the bidder will have to distribute these solar cells at 15 MW (equivalent number of cells) every 30 days from the date of the purchase order. All solar cells should be free of any cracks, holes, cuts, edge ridges, missing gridlines, patches, spots, marks, and mechanical damage. Along with this, solar cells also have a homogeneous silver nitride coating.

Under the ‘Make in India’ initiative, preference will be given to indigenous vendors such as RenewSys, Waaree, etc. for this tender.

BHEL stated, “25% of the total tendered quantity has been reserved for micro and small enterprise (MSE) suppliers. Out of the 25% tendered quantity reserved for MSE suppliers, 6.25% has been earmarked for procurement by MSEs owned by Scheduled Caste and Scheduled Tribe entrepreneurs, and 3% has been reserved for women-owned MSEs.”

If the MSME vendor participating in the tender quotes within the price band of lowest (L1) + 15%, he will be allowed to supply 25% of the requirement subject to the acceptance of the L1 price.

According to the tender document, the interested bidder must have 200 MW/annum of in-house manufacturing capacity of crystalline silicon solar cells. In addition, the intending bidder should have supplied at least one million crystalline solar cells to Indian module manufacturers or module manufacturers from other than the country of origin during the last two years.

As per the tender document, BHEL will pay 98% of the cost of the supplied material, which will include 100% of taxes and duties and freight charges, on a pro-rata basis. BHEL will pay this amount within 45 days from the date of receipt of the goods. For imports, 100% of the price of materials supplied will be paid within 45 days from the date of the airway bill.
