The Kerala State Electricity Board (KSEB) has published an engineering, procurement, and construction (EPC) tender for 5,995 kW of grid-connected solar photovoltaic (PV) projects.
The projects will be built on KSEB-owned buildings and land in 63 sites as part of the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM-KUSUM) feeder level solarization component. Around 5,000 kW of ground-mounted solar projects will be constructed on KSEB land in 15 sites, while 995 kW of rooftop solar projects will be installed on KSEB buildings in 48 locations.
By 2022, the government hopes to solarize one million grid-connected agriculture pumps with individual capacities of up to 7.5 HP under Component C of the KUSUM program.
For the first five years, the chosen bids should provide full operation and maintenance. The project is expected to cost 242.05 million dollars ($3.22 million). The deadline for bids is December 27, 2021.
Bidders must pay an earnest money deposit of ₹ 500,000 ($6,657) and a non-refundable processing charge of ₹17,700 ($236). Before beginning work, successful bidders must pay a security deposit of 3% of the contract amount. Bidders must pay a performance guarantee of 3% of the contract value within 15 days of receiving the Letter of Award.
The scope of work comprises grid-connected solar PV project design, engineering, supply, construction, erection, testing, and commissioning.
The commissioning of the complete project capacity has a maximum time limit of eight months.
Within seven days of commissioning the projects, the EPC contractor must produce a performance ratio. For the first five years, the solar plant’s performance ratio must be more than 75%. After commissioning, the plant will be handed over to KSEB after 5 years.
The solar PV modules utilized in the projects must have a 25-year output guarantee from the successful bids. The degradation of the modules shall not be less than 90% after ten years and 80% after twenty-five years.
Bidders must have successfully built solar projects with a capacity of at least 2 MW in the previous five years. At least one of these projects should be grid-connected (without a battery) and have a capacity of 1 MW or greater. As of the date of the notice requesting tenders, the project must have been operational in India for at least six months.
For at least three of the previous five financial years, bidders must have a minimum yearly turnover of 75% of the project’s expenses or greater.
The Kerala State Electricity Board (KSEB) has published a request for qualification to construct up to 100 MW of grid-connected floating solar projects.
