UN Secretary-General Antonio Guterres, who has called for a coalition of countries and institutions to provide the necessary support to reduce carbon emissions, said he “understands” the Indian government’s concern that such a coalition would include some form of tutoring, which New Delhi will not accept.

In his virtual remarks at the start of the World Economic Forum (WEF) in 2022, Guterres warned the global gathering that while some governments have vowed to make major carbon reductions in the 2020s, others face enormous structural impediments.

“India doesn’t like the coalition but India has accepted several bilateral forms of support and I have been in close contact with the US, the UK, and several other countries to make sure there is a strong project to support India, namely in their investment in 450 gigawatts of solar energy,” he said.

“They have an energy mix that relies on heavy dependence on coal. That stands in the way of progress for us all,” Guterres said.

He called for assisting key emerging economies to accelerate the transition from coal. “I’m calling for the creation of coalitions of countries, public and private financial institutions, investment funds, and companies that have the technological know-how to provide targeted financial and technical support for every country that needs assistance,” the UN chief said.

During a later interactive session, Mahindra Group Managing Director and CEO Anish Shah asked Guterres if global platforms for seamless technology or knowledge transfer might be built to address climate change and speed the decarbonization goal. According to Guterres, intellectual property transfer should be much easier than it is now.

“I’ve been in close communication with various developed countries and international financial institutions to see if we can find a solution for each country that requires significant assistance to cut emissions in the current decade, and India is in the forefront of these countries,” he added.

Guterres stated that he proposed to bring together several governments, international financial institutions, private finance, and companies with relevant technologies, as well as the governments and private sectors of countries such as India, Indonesia, Vietnam, Thailand, and South Africa, to create a massive programme of support for those countries.
