

The Himachal Pradesh Electricity Regulatory Commission (HPERC) has proposed new solar tariff rates for the financial year 2026–27, setting competitive pricing to attract more solar power investment in the hilly state. Under the draft tariff order released in January 2026, HPERC has categorised solar photovoltaic (PV) projects by size and location, with tariffs ranging from ₹3.34 to ₹3.52 per unit for different segments of utility-scale solar generation.
For projects outside urban and industrial zones, the commission has proposed a tariff of ₹3.47 per kWh for systems up to 1 MW, ₹3.40 per kWh for 1–3 MW, and ₹3.34 per kWh for 3–5 MW capacity. In contrast, solar projects located in urban and industrial areas would receive slightly higher rates — ₹3.52, ₹3.46, and ₹3.40 per kWh, respectively — to reflect the comparatively higher capital and operational costs in such zones.
HPERC’s tariff proposal is built on standard financial assumptions, including a 25-year project life, a debt-equity ratio of 70:30, and operation and maintenance (O&M) costs escalated annually. Developers are invited to provide feedback ahead of the tariff’s finalisation, with stakeholder comments due by early February 2026. The policy aims to support solar investment across Himachal Pradesh and accelerate clean energy projects in the region.
