The Ministry of New and Renewable Energy (MNRE) has officially confirmed that the implementation deadline for ALMM List-II compliance will remain June 1, 2026, bringing clarity to India’s solar industry amid ongoing concerns around domestic solar cell availability. The latest clarification applies to all renewable energy projects under net-metering and open-access categories commissioned on or after the deadline. Under the updated policy, developers must use solar PV modules listed under ALMM List-I and domestically approved solar PV cells under ALMM List-II.

The ministry, however, has introduced conditional relief measures for genuine projects facing delays despite significant progress before the cutoff date. According to MNRE, exemptions may be granted on a case-by-case basis for projects where solar modules were already delivered to site locations, fully installed, or where substantial groundwork had been completed before June 1, 2026. Developers seeking relaxation must provide certification from the Electrical Inspectorate confirming completion of DC-side installation work before the deadline.

The clarification is expected to reduce uncertainty across India’s utility-scale and commercial & industrial (C&I) solar market, where developers had raised concerns over supply chain readiness and project commissioning timelines. The ALMM framework has been introduced to strengthen India’s domestic solar manufacturing ecosystem and reduce dependence on imported solar cells and modules. Industry experts believe the decision balances regulatory certainty with practical flexibility for ongoing projects, particularly as India accelerates toward its renewable energy capacity targets.

The latest MNRE move also reinforces the government’s larger renewable energy manufacturing strategy focused on domestic value addition, quality assurance, and long-term energy security. With India rapidly expanding solar installations across utility, rooftop, and open-access segments, policies such as ALMM List-II are expected to play a critical role in shaping future procurement trends, project execution strategies, and investment decisions across the solar sector.
