The Manipur Renewable Energy Development Agency (MANIREDA) has floated a tender for a 50 MW grid-connected solar plant. This solar power plant will be set up at Jiribam in Manipur. The Manipur Renewable Energy Development Agency has decided the projects’ tariff rate to be ₹3 (~$0.041)/kWh.
MANIREDA (The Manipur Renewable Energy Development Agency) has invited bids for a 50 MW grid-connected solar power project with ₹3 (~$0.041)/kWh tariff capacity at Jiribam in Manipur.
The successful bidder will sign the power purchase agreement (PPA) with MANIREDA (The Manipur Renewable Energy Development Agency). The timeline for this power purchase agreement will be 25 years. 9th July 2021 is the last date to submit the bids for this solar power project.
The successful bidder will have to provide proof of ₹800,000 /MW as a performance bank guarantee to MANIREDA at least seven days before signing the power purchase agreement.
According to the bidding document, the completion period for this project is 18 months which is effective from the signing date of the power purchase agreement.
Only commercially established and operational technologies can be used for the project to minimize the technology risk and commission the project on time.
This solar power plant will be connected with the 132/33 kV substation in Jiribam at the voltage level of 132 kV. The solar developer has to construct the power transmission system to transfer the power from the solar power plant to the grid. The cost of developing the entire power transmission system will be part of this project which means the developer has to bear the entire cost.
The tender document states that the annual capacity utilization factor (CUF) for annual power generation should be within +10% and -15% for the first ten years from the commissioning date and within +10% to -20% after that ten years until the power purchase agreement ends after 25 years.
Bidders from another country who shares a land border with India are also eligible to bid in this tender. The only condition is they should be proper registered with the competent authority.
The cells and modules which will be used in the project should be sourced from the approved manufacturers by MNRE (Ministry of New and Renewable Energy).
Till 31st March 2021, the net worth of the interested bidder should be at least ₹8 million (~$109,831)/MW of the quoted capacity. While the minimum annual turnover of the interested bidder should be ₹4.145 million (~$56,905)/MW of the quoted capacity till 31st March 2021. Along with this, the internal resource generation capability of the bidder should be for a minimum amount of ₹830,000 (~$11,394)/MW of the quoted capacity as of the last date of 2020-21 Financial Year (in the form of profit before depreciation, interest, and taxes).
The bidder should have the approval letter from the financial institution for a line of credit of ₹1.036 million (~$14,223)/MW of the quoted capacity.
Bidders can not change the total project capacity while quoting tariffs during the reverse auction.
