In a landmark move on September 11, 2025, the Andhra Pradesh Electricity Regulatory Commission (APERC) issued its Battery Energy Storage Systems (BESS) Regulations, 2025, paving the way for enhanced integration of renewables across the state. The regulations align with the Andhra Pradesh Integrated Clean Energy Policy, 2024, which targets adding 25 GWh of battery energy storage solution to support up to 160 GW of renewable capacity.
The new regulations outline a wide range of ownership and deployment models for battery energy storage. Eligible participants include DISCOMs, transmission licensees, renewable developers, independent power producers, system operators, aggregators, and third-party providers.
BESS can be co-located with renewable or conventional plants, installed as standalone grid-connected assets, embedded within the transmission or distribution network, or deployed behind-the-meter, including integration with EV charging and battery swapping stations.
Importantly, the framework allows BESS to deliver multiple ancillary services such as frequency regulation, spinning and non-spinning reserves, voltage support, black start capability, and demand response aggregation. Aggregators must register with state load dispatch centres (SLDCs), while tariffs will be set through competitive bidding or market-clearing prices to ensure commercial viability.
With Andhra Pradesh committing to add 25 GWh of storage capacity by 2029–30, this regulatory framework is expected to catalyze large-scale battery energy storage adoption, reduce curtailment of renewable generation, improve grid stability, and accelerate the transition toward 24/7 clean energy in the region
