Bids Invited to Solarize 17 Agricultural Feeders Under KUSUM Program in Rajasthan

The Jodhpur Vidyut Vitran Nigam Limited (JdVVNL) has announced the launch of two tenders for the solarization of 17 agricultural feeders under KUSUM Yojna at the Nosar and Dera substations in Rajasthan’s Jodhpur district.

Jodhpur Vidyut Vitran Nigam Limited has issued the first tender for the design, supply, testing, installation, and commissioning of 8.57 MW of solar power projects, as well as the related 33 kV line. Under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM-KUSUM) initiative, the tender is for the solarization of 12 agricultural feeders at the Nosar substation in the Jodhpur district of Rajasthan. The projects will be developed for 262 agricultural consumers.

The winning bidder will also be responsible for the project’s operation and maintenance for the next 25 years.

The government has upped the aim for Component C of the KUSUM program to 1.5 million grid-connected agricultural pumps, up from the previous target of one million.

The projects will be created using the RESCO concept (renewable energy service company). The deadline for submitting online bids is January 25, 2022. The project is expected to cost 299.95 million dollars ($4.05 million).

The winning bidder will be required to provide a performance bank guarantee of $4.285 million ($57,808).

The projects must be completed within nine months of the power purchase agreement being signed (PPA).

The developer will receive 30% of the anticipated cost of installing the solar power project from the federal government.

During the previous five years, the bidder must have installed and commissioned solar power installations with a cumulative capacity of 2 MW and a minimum capacity of 100 kW or more.

For each of the previous three financial years, the candidate must have a positive net worth. The bidder’s minimum average yearly turnover over the last five financial years should be at least $52.5 million ($708,278).

The bidder should have an electrical contractor license of Class A/B for electrical works in Rajasthan.

In a separate contest, JdVVNL is seeking offers to solarize five 11 kV feeders at the Dera substation in Rajasthan’s Jodhpur area. Component C of the KUSUM program will create plants with a total capacity of 3.45 MW. 188 agricultural users will be served by the programs.

The deadline for submitting online bids is January 25, 2022. The project is expected to cost 120.75 million dollars ($1.63 million). The selected bidder will be required to provide 1.725 million dollars ($23,272) as a performance bank guarantee.
