

The Bihar Electricity Regulatory Commission (BERC) has taken a pivotal step in strengthening the state’s power infrastructure by admitting a petition to procure 190 MW of assured peak power from a wind-solar hybrid project supported by advanced energy storage systems. Filed by Bihar State Power Holding Company Ltd. (BSPHCL), this initiative under the Inter-State Transmission System (ISTS) Hybrid Tranche-VI Scheme will be implemented through the Solar Energy Corporation of India (SECI). The hybrid model—combining wind, solar, and battery storage—is designed to enhance grid reliability and provide dispatchable power during peak demand periods, including non-solar hours, thereby addressing Bihar’s growing peak load challenges.
As outlined in the petition, BSPHCL is pursuing a 25-year Power Sale Agreement (PSA) commitment for long-term power supply. The total contracted capacity of 190 MW will help manage demand fluctuations more effectively and support Bihar’s broader energy transition goals. The Central Electricity Regulatory Commission (CERC) has already adopted the discovered tariff of ₹4.72 per kWh, with an additional trading margin of ₹0.07 per kWh payable to SECI for facilitating the arrangement.
During the hearing on January 22, 2026, led by BERC Chairman Amir Subhani, the Commission admitted the petition but noted the need for clarification on certain clauses in the draft PSA before final approval can be granted. BSPHCL and SECI were directed to submit a revised PSA draft by February 3, 2026, with a follow-up hearing scheduled for February 5, 2026, to review revisions and determine next steps. This regulatory scrutiny reflects a careful approach to safeguarding long-term energy contracts that include storage and hybrid generation.
By advancing this battery-backed wind-solar hybrid procurement, Bihar is aligning with national clean energy trends that prioritise reliability and flexibility through integrated energy storage solutions. Once approved and commissioned, this project is expected to play a key role in reducing dependence on fossil fuel-based peak power sources, improving grid stability, and supporting sustainable power supply across the state.
