Andhra Pradesh Issues Comprehensive BESS Regulations to Boost Renewable Integration

Bihar has taken another major step toward strengthening its renewable energy portfolio after the Bihar Electricity Regulatory Commission (BERC) approved Bihar State Power Holding Company’s (BSPHCL) proposal to procure 300 MW of wind-solar hybrid power through the Solar Energy Corporation of India (SECI). The procurement, approved under SECI’s ISTS Hybrid Tranche-IX program, will be executed on a 25-year long-term basis to help Bihar meet its growing renewable purchase obligations (RPOs).

The approved renewable energy project will feature a 300 MWh Battery Energy Storage System (BESS) integrated with the hybrid power infrastructure. The revised configuration was proposed by ACME Solar Holdings to improve power availability during peak demand periods and enhance grid stability. BERC also approved the discovered tariff of ₹3.25/kWh, along with a SECI trading margin of ₹0.07/kWh, making the procurement cost-competitive for Bihar’s distribution utilities.

According to BSPHCL’s submission before the Commission, Bihar could face a renewable energy shortfall of nearly 5,645 million units (MU) by FY 2026-27, increasing further to around 7,936 MU by FY 2029-30 if additional clean energy capacity is not added. Officials stated that the hybrid renewable power procurement will support both North Bihar Power Distribution Company (NBPDCL) and South Bihar Power Distribution Company (SBPDCL) in meeting future RPO targets while ensuring more reliable green power supply across the state.

The approval highlights the growing importance of hybrid renewable projects combined with battery storage in India’s clean energy transition. With states increasingly focusing on firm and dispatchable renewable power, Bihar’s latest move is expected to accelerate large-scale renewable integration while improving energy reliability.
