New MNRE Guidelines Aim to Secure Inverter Data Under PM Surya Ghar Scheme

The Government of India has approved the installation of more than 13 lakh rooftop solar systems across 10 states and Union Territories under the Utility-Led Aggregation (ULA) model, significantly accelerating the country’s residential clean energy transition. The initiative falls under the ambitious PM Surya Ghar Muft Bijli Yojana, which targets the installation of one crore rooftop solar systems nationwide by March 2027.

According to officials from the Ministry of New and Renewable Energy (MNRE), rooftop solar installations under the ULA model have already begun in Andhra Pradesh, Odisha, Telangana, and the Union Territory of Dadra and Nagar Haveli and Daman and Diu. Additional proposals have been submitted by Bihar, Kerala, Jammu & Kashmir, Tripura, Rajasthan, Chhattisgarh, Karnataka, Maharashtra, and Delhi. Out of the one crore rooftop solar target, nearly 30 lakh systems are planned under the ULA framework, which is specifically designed to improve access for low-income and vulnerable households.

The ULA model enables power distribution utilities to aggregate households, coordinate installations, and simplify financing support, helping reduce upfront costs for consumers. Government data shows that over 31 lakh rooftop solar systems with a cumulative installed capacity of 11.4 GW have already been deployed under the PM Surya Ghar scheme. Officials noted that more than 60% of current rooftop installations fall within the 3–4 kW category, indicating stronger participation from middle-income households, while the ULA model aims to bridge the adoption gap among economically weaker sections.

The expansion of rooftop solar capacity is expected to strengthen India’s decentralized renewable energy ecosystem, lower electricity bills for households, and reduce dependence on fossil fuel-based power generation. Industry experts believe the large-scale rollout will also support domestic solar manufacturing, increase employment opportunities in installation and maintenance, and contribute substantially toward India’s long-term clean energy and carbon reduction goals.
