Delhi launched its solar policy in 2016, and in 2023, introduced an updated solar roadmap with the goal of achieving 6,000 MW of installed capacity by 2025. Both policies promote solar adoption across residential, commercial, and industrial sectors through capital subsidies, generation-based incentives, and simplified net metering.

Households can claim up to ₹1.08 lakh in total subsidies, while commercial and industrial users benefit from up to ₹1/kWh in GBIs and 50% savings on power bills. The state has also enabled group net metering and online applications via the Delhi Solar Portal to drive faster adoption.

Capacity Targets (by 2026–27)

  • Utility-scale solar (outside Delhi): 3,750 MW
  • Rooftop solar (within Delhi): 750 MW
  • Total target: 4,500 MW

Solar Benefits

 

  • Subsidy Structure (Centre + Delhi Govt.):
    • Delhi: ₹10,000 per kW up to 3 kW rooftop solar installation (total ₹30,000)
    • Central (MNRE):
      • 1 kW: Up to ₹30,000
      • 2 kW: Up to ₹60,000
      • 3 kW: Up to ₹78,000
    • Total combined subsidy: Up to ₹1,08,000 for 3 kW systems

         Additional Incentives:

  • GBI: ₹3/kWh (up to 3 kW), ₹2/kWh (above 3 kW and up to 10 kW), for 5 years
  • Loans: EMIs from ₹4,200/month (sample estimate)

Group Housing Societies (GHS) / RWAs

  • Central Subsidy: ₹18,000 per kW for common facilities (up to 500 kW, 3 kW per house for GHS/RWA)
  • Delhi GBI: ₹2/kWh for 5 years (up to 500 kW, 10 kW per house for GBI)
  • Eligibility: For common facilities, up to 500 kW (subsidy: 3 kW per house; GBI: 10 kW per house)

Net Metering & Policy Highlights

  • Limits:
    • Minimum: 1 kW
    • Maximum: 1 MW (check DISCOM)
  • Special Models Allowed:
    • Group Net Metering
    • Community Solar
    • RESCO Model (including Hybrid RESCO)
