Jharkhand Solar  Policy

Jharkhand introduced a solar energy policy in 2022, which will be applicable till 2027. The state government has made provisions for

Residential Sector

 Residential

Target: 250 MW

  • Height of the module structure (max 3 m) carrying solar panels will not be counted towards the total height of the building
  • Mandatory for all residential plots with a total plot area of more than 500 square yards to install solar
  • Virtual Net Metering (VNM), and Group Virtual Net Metering to be promoted
  • Additional subsidy for consumers with income below 3lakh per annum

            1-3kW: 60% of project cost

             3-10kW: 80% of project cost

Commercial/ Open Access

  • Solar power plant to be treated as industrial activity
  • Electricity duty shall be exempted/reimbursed for 5 years from the commercial operation date for rooftop solar plants
  • 100% exemption from transmission and wheeling charges for 10 years
  • Exemption from cross – subsidy and additional charge – for park set up for third party sale within the state (less than 25 MW) and captive solar projects through open access.

          Banking Charges

  • Banking of 100% of energy shall be permitted during all 12 months of the year
  • Banking charges shall be exempted for grid-connected rooftop solar projects and shall be adjusted in kind @ 5% of the energy delivered at the point of drawl.
  • Drawls from banked energy shall not be permitted during the five (5) month period from 1st April to 30th June and 1st February to 31st March of each financial year.
  • The unutilized banked energy shall be considered as deemed purchase by DISCOMs at 50% of the Average Pooled Power Purchase Cost as determined by the JSERC for the applicable year. Energy settlement shall be done on a monthly basis.

 Manufacturing

  • Electricity duty to be waived for the new manufacturing facilities and ancillaries of the Solar Power Projects for 5 years
  • 100% exemption/reimbursement on stamp duty.
  • Net SGST reimbursement
  • 100% reimbursement of custom duty on input required for manufacturing the solar modules and battery storage for a period of 5 years.

Land Development /Allocation

  • All government departments shall share information on waste or unused land with JREDA
  • All identified land parcels will be converted into a land bank for solar deployment.
  • JREDA to float an ‘Expression of Interest (EoI)’ for private landowners who wish to offer their lands for sale or on lease
  • 100% exemption of stamp duty on lease deed of land or purchase of land for setting up solar plant
  • 100% waiver on land use conversion charges/fees
  • The solar power producer must set up the Solar Plant within a period of two years from the date of allotment of land
  • The land shall be allotted for a period of 30 years and up to a maximum period of 40 years upon extension.
