The Railway Energy Management Company Limited (REMCL) has floated a tender to develop a 15 MW of capacity solar project with a 7 MW/14 MWh battery energy storage system (BESS). The last date to submit the bids is August 9, 2021.

The Railway Energy Management Company Limited (REMCL) is a joint venture of Indian Railways and Rail India Technical and Economic Service Lmt. (RITES). This project will set up on railway land at Butibori in Nagpur.

As per the tender’s terms, the energy developer has to sign a power purchase agreement (PPA) on a specific tariff decided by the distribution company (DISCOM) for 25 years, which will be signed within 30 days from when the letter of award (LoA) is issued. Signing the PPA could be further extended by a maximum of 30 days by the nodal railway body.

If the developer fails to sign the PPA within the specified period, The Railway Energy Management Company Limited may encash the bid security amount submitted by the bidder.
The scope of work covers the complete responsibility of getting the grid connectivity and long-term access from the state transmission utility.

The bidding document also specifies that the capacity utilization factor should be at least 17% for the PPA period, and the BESS availability should be 98%.

Interested bidders will have to submit ₹400,000 /MW as a performance bank guarantee along with the response to the tender. All micro, small, and medium enterprises with Udyog Aadhaar certificates will be exempted from the payment of bid security amount.

To participate in the bidding process, the net worth of the bidder must be equal to or greater than ₹40 million /MW of the bid’s quoted capacity, as of the last date of the previous financial year. While the minimum annual turnover of the bidder should be ₹31.5 million /MW of offered capacity during the last financial year.
