Bharat Heavy Electricals Limited (BHEL) has issued a notice inviting tender (NIT) for the delivery of 9.3 MW monocrystalline solar photovoltaic (PV) modules with non-domestic content requirement (DCR).
Bids can only be submitted by domestic module producers with a minimum annual manufacturing capacity of 50 MW. Monocrystalline PV modules with 72 cells in the 12X6 series or 144 cells in the 24X6 series can be supplied. Modules must have a power of between 525 and 545 watts. Modules must be able to withstand a system voltage of 1500V DC. The modules have to be made in India. Along with the dispatch documentation, the nation of origin certificate must be submitted.
The deadline for proposal submissions is April 25, 2022.
In the three fiscal years ending March 31, 2021, the bidders must have generated an average yearly turnover of $75 million ($983,458). Bidders must present their audited balance sheet and profit and loss statements for the previous three years to satisfy the average annual turnover criteria.
Under standard testing settings, the cell efficiency must be a minimum of 21%, and the module fill factor must be a minimum of 70%. Modules must function properly in environments with humidity levels of up to 85% and temperatures ranging from 0° C to + 55° C. They should be able to withstand hailstorms with a maximum diameter of 28mm and an impact speed of 86 kilometres per hour. They must survive extreme weather conditions, such as gusts of up to 280 kilometres per hour.
Modules must be covered by a ten-year product quality warranty. They must also be guaranteed for their output peak watt capacity, which must be at least 90% at the end of ten years and 80% at the end of twenty-five years after the trial run. Micro and small business (MSE) vendors quoting within the lowest (L1) + 15% price band will be authorised to deliver 25% of the need, if the L1 price is accepted. The contract will be awarded to the MSE vendor who best matches the L1 bidder’s pricing.
