

Bihar’s Renewable Energy Policy 2025 sets an ambitious target of 23,968 MW of renewable energy and 6,100 MWh of storage by FY 2029–30. Aligned with India’s Net Zero 2070 goal, the policy spans solar, wind, biomass, small hydro, waste-to-energy, green hydrogen, and geothermal. BREDA is appointed as the nodal agency for most RE technologies, while hydro and pumped storage will be overseen by dedicated bodies.
The policy supports a diverse mix of utility-scale, distributed, and off-grid projects, promoting rooftop solar, floating and canal-top systems, mini-grids, and agrivoltaics to optimize land use and uplift rural communities. It also encourages livelihood-driven applications like solar dryers, cold storage, and irrigation solutions. To boost grassroots awareness and technical support, Akshay Urja Kendras will be established at the district level.
To attract developers, the policy offers robust fiscal incentives: 100% exemption on electricity duty, SGST, land conversion charges, and transmission/wheeling fees. Developers will benefit from deemed open access clearance within 30 days, 100% energy banking, and a minimum generation compensation mechanism. BREDA will operate a single-window system to streamline project approvals and implementation.
The policy also supports the creation of solar-powered EV charging infrastructure, concessional land allotment for RE facilities, and manufacturing incentives like SGST reimbursements and custom duty exemptions. A Bihar Renewable Energy Development Fund (BRDF) will be created to finance R&D, grid upgrades, training, and incentives. The policy will be in force for five years and reviewed regularly to adapt to evolving technology and regulatory needs.
