In Madhya Pradesh, a Tender to Empanel Vendors for 7.5 MW of Rooftop Solar Systems has been Issued banner

The Madhya Pradesh Poorv Kshetra Vidyut Vitaran Company (MPPKVVCL) has issued a tender to Empanel vendors for the design, installation, supply, erection, testing, and commissioning of 7.5 MW grid-connected rooftop solar systems of various capacities, as well as warranty and comprehensive operation and maintenance (O&M).

The project is part of the Ministry of New and Renewable Energy’s (MNRE) Grid-Connected Rooftop Solar Program, which is in its second phase. The work must be performed within two months of the MNRE’s approval letter being issued. The winning bids must supply O&M services for five years.

The project is expected to cost 353.5 million dollars ($4.7 million). The deadline for proposal submissions is April 30, 2022.

Bidders must provide a $100,000 ($1,317.52) Earnest Money Deposit (EMD) and a tender fee of $11,800 ($155.46). The selected bidder’s performance bank guarantee (PBG) is derived by multiplying the assigned capacity by 3 percent of the project’s total cost. The PBG must be deposited within 30 days of the Letter of Award being issued (LOA).

Within 30 days of empanelment, the winning bidder must also pay a performance bank guarantee for operation and maintenance, which is calculated by multiplying the installed capacity by 3% of the project’s discovered cost.

The project is broken down into four sections: A, B, C, and D. Projects ranging from 1 to 3 kW must be erected under part A, whereas projects ranging from 3 kW to 10 kW must be installed under part B. Bidders can apply for a minimum of 100 kW and a maximum of 700 kW of aggregate capacity. Part A has a total capacity of 3 MW, while part B has a capacity of 3.5 MW.

Part C requires the installation of projects ranging from 10 kW to 100 kW, whereas part D requires the installation of projects ranging from 100 kW to 500 kW. Bidders can apply for a minimum aggregate capacity of 100 kW and a maximum capacity of 200 kW for both components. Both components will have a total aggregate capacity of 500 kW.

At the interconnection points agreed upon with the distribution businesses, the winning bidder must evacuate and inject extra electricity into the grid (DISCOMs).

Bidders must have developed, delivered, installed, and commissioned off-grid or grid-connected solar power installations with an aggregate capacity of at least 250 kWp before submitting their offer. Bidders with no experience will not be permitted to make price bids but will be permitted to build rooftop solar projects if the L-1 price is met. The tendering authority retains the discretion to assign project capacities in batches to such bidders.

In the previous three financial years, bidders’ average yearly turnover must have been at least $5 million ($65,876).

Bidders must have a positive net worth after the previous fiscal year to be considered. The financial eligibility conditions have been waived for Micro, Small, and Medium Enterprises (MSMEs).

For rooftop solar systems with a capacity of up to 3 kW, the MNRE will grant central financial aid (CFA) of up to 40%. For rooftop systems with a capacity of more than 3 kW but less than 10 kW, the CFA of 40% would apply only to the first 3 kW of capacity, and the CFA would be limited to 20% for capacity greater than 3 kW.

CFA will be limited to 20% for group housing societies or residential welfare associations building rooftop systems to deliver power to communal facilities. CFA-eligible capacity will be limited to 10 kW per home.
