Under the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) feeder level solarization program, the Kerala State Electricity Board (KSEBL) has invited bids for engineering, procurement, and construction (EPC) solar project. The total capacity of these projects is 11 MW which will be ground-mounted solar projects. These solar power projects are grid-connected at 21 different locations in Kerala.
The scope of work involves
- Designing
- Installation
- Erection & commissioning of solar projects.
With a total capacity of 11 MW spread across 21 sites on KSEBL-owned land covering 194,018 square metres.
The contractors will also be in charge of the projects’ operation and maintenance for the first five years after commissioning.
The total project cost is estimated to be around $500 million (roughly $6.55 million), and the contractors are expected to finish it within 12 months of handing over the site.
The deadline for proposal submissions is May 26, 2022.
Bidders must pay a bid processing fee of $17,700 ($232) and a $500,000 ($6,553) earnest money deposit (EMD). EMD does not apply to Micro, Small, and Medium Enterprises (MSME).
Within 15 days of receiving the Letter of Award (LoA) of work, winning bidders must pay a performance bank guarantee (PBG) equal to 3% of the entire contract amount.
For the first five years, the selected contractors must keep the solar power plant’s performance ratio at 75%, and the facility must be designed for a 25-year project life.
Over the next five years, the electrical degradation of the power generated must not exceed 5% of the project’s minimum rated power, not more than 10% after ten years, and not more than 20% after 25 years.
At various locations, the power generated by the projects can be evacuated to the nearest low tension (LT)/high tension (HT) grid.
Bidders must have successfully established grid-connected solar power plants with a total capacity of at least 2 MW in the previous five years to be considered.
At least one project with a capacity of 1 MW or greater must have been operational for at least six months as of the tender’s release date.
Bidders must provide a Solvency Certificate from the Tahsildar or a Nationalized or Scheduled Bank, or a net worth certificate from a certified chartered accountant, within six months of the bid notification date, for a sum equal to 50% of the approximate project cost or more. Bidders must also have a minimum annual turnover of 75% or more of the estimated project cost for at least three of the previous five financial years.
Under Component A of the PM KUSUM initiative, KSEBL recently published a request for selection (RfS) for grid-connected solar projects with an aggregate capacity of 34.5 MW near KSEBL substations.
