For the period of October 1, 2020, to December 31, 2021, NTPC Limited requested proposals for the employment of consultants for the third verification of certified carbon standard (VCS) registered solar and wind power projects. Bids must be submitted by March 2, 2022. The deadline for receiving questions from potential bidders is February 25. This tender does not require any earnest money deposits from bidders.
The VCS program is a global voluntary greenhouse gas (GHG) reduction initiative that includes over 1,775 accredited VCS projects that have helped to reduce over 865 million tonnes of carbon and other GHG emissions. VCS programs span a wide range of industries, including renewable energy and forestry. Verified Carbon Units (VCUs) are tradable GHG credits that are granted to project developers once they have been certified under the VCS Program. Corporations can buy VCUs on the open market to offset their carbon emissions. This helps clean energy initiatives and technology get funding.
Bidders must have experience offering advisory services to verify renewable energy projects under the VCS or Clean Development Mechanism (CDM) program to participate in the competitive bidding process. Bidders must have completed verification of at least one or more renewable energy projects under the VCS, CDM, or Global Carbon Council (GCC) program in the last seven years. Bidders’ average yearly turnover in the previous three financial years must be greater than 833,000 ($11,023) as of the date of opening of techno-commercial bids. In the previous financial year, a consultant’s net worth should not be less than 100% of their paid-up share capital.
The successful bidder needs to cover all assistance to NTPC during the verification of 610 MW of solar and wind projects listed below:
The consultant must conduct the verification by all applicable laws, requirements, regulations, modalities, criteria, guidelines, and principles. Following verification, the consultant shall submit a report to the VCS Board detailing the verified number of VERs for the verification period, along with a request for a verification certificate. The consultant should go over the monitoring results and make sure that the methodology for estimating GHG emissions reductions were correctly applied and that the documentation is clear and thorough. To allow time for any revisions, a draught verification report should be created, including all initial audit results. Any lingering issues that may affect the final verification should be disclosed and communicated to the engineer in charge by the consultant.
The consultant must then write a final verification report and submit it to the VCS Board. The consultant must also help NTPC on-site visits for verification and answer questions from the verifier and the VCS Board.
