The 6th Assembly of International Solar Alliance (ISA) will be held from 30th October to 2nd November in New Delhi. The assembly will be attended by leaders from 116 nations.
Mr. R.K Singh, the minister of new and renewable energy, and the president of ISA will preside over the assembly. Moreover, it will see participation from ministers, missions, and delegates from member countries of ISA, along with prospective countries, private sector individuals, and partner organizations.
The assembly will focus on three major areas:
- Universalisation of energy access through solar mini-grids
- Mobilising Finance for accelerated solar deployment
- Diversifying supply chains and manufacturing for solar
The ISA Secretariat is also planning to hold a high-level Conference on New Technologies for Clean Energy Transition on 1st November. This conference will be organized in collaboration with the Ministry of New & Renewable Energy, the Government of India; the Asian Development Bank, and the International Solar Energy Society and will focus on issues such as climate change and solar energy deployment.
Additionally, ISA will be releasing its three flagship reports – World Solar Technology Report 2023, World Solar Market Report 2023, and World Solar Investment Report 2023.
Solar is the solution: R.K Singh
The curtain raiser press conference for the 6th assembly was held on Wednesday, 18th October 2023. Speaking at the event, R.K Singh said that among other renewable energy resources, solar has an edge.
“When we launched our campaign for universal access to energy, solar played a major role. It is using solar that we lighted many homes in the hills and in the deserts. It has ability to be deployed for specific villages in mini-grids. For universal access, solar is the solution. That is what makes ISA important” he stated.
The minister highlighted the effectiveness of ISA. He informed that currently International Solar Alliance has 124 signatories out of which 94 have ratified, a number which is much higher than other such international energy organizations like IEA.
He further stressed that that global temperatures have risen by 1.01 degrees Celsius and the reduction in emissions is not happening quickly enough. However, solar continues to play a major role in energy transition.
He also proposed that the upcoming assembly should be held in Bharat Mandapam, which hosted the G20 summit recently.
Global Solar Investments Expected to Reach $380 bn this Year
At the event, ISA Director General, Mr. Ajay Mathur stated that global solar investments are projected to rise to $380 billion from $310 billion last year.
However, he also outlined 3 challenges to the growth of solar.
- A major chunk of solar investments go to OECD countries and China.
- Most projects that receive funding are large utility-scale projects.
- Solar manufacturing is largely concentrated in a few nations.
He calls for broader global involvement, small-scale solar initiatives supporting rooftop and solar mini-grid projects, and geographically diverse manufacturing facilities.

ISA is an intergovernmental body launched in 2015 by India and France at the COP21 summit in Paris. With a mission to promote universal energy access, ISA focuses on deploying solar technologies around the world.
The ISA assembly is an Apex decision-making body of the alliance and it discusses the functioning, budget, and projects to be implemented.
In the last assembly held in 2022, ISA unilaterally called for geographically diverse supply chains and approved a funding facility to support capital flow into projects of African nations and other underserved markets.
