MPUVNL has Approved 11MW of Solar Projects, Including Grid-Connected & Off-Grid Rooftop Solar Systems

In Madhya Pradesh, Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has issued a request for proposal (RFP) for the standardization of rates and selection of contractors to design, engineer, supply, install, test, and commission grid-connected rooftop solar systems with or without energy storage, as well as off-grid rooftop solar systems with energy storage, totaling about 11 MW.

The chosen contractors will also be responsible for the projects’ operation and maintenance (O&M) for five years after commissioning.

The projects can be grid-connected with a net metering facility or grid-connected systems for internal use only with no power export.

The deadline for submitting a bid is May 13, 2022.

The project contract will be active through June 30, 2023, and with both parties’ approval, it could be extended by one year.

Bidders must pay a bid processing fee of $29,500 (GST included) to participate in the auction. They must also provide an earnest money deposit or bid security, which will be computed based on their bidding category.

Within 15 days of receiving the letter of intent, the selected contractors must provide a construction-performance bank guarantee (CPBG) in the amount of 5% of the work order value (LoI).

Contractors must additionally provide an operational performance bank guarantee (OPBG) in the amount of 15% of the identified project cost within seven days of completion.

Bidders must have experience in design, engineering, supply, installation, testing, and commissioning, as well as comprehensive O&M, for multiple projects of varying sizes and types in the last three years.

If work is delayed, the contractor will be charged liquidated damages of 0.625 percent of the work value per week from the completion of extended completion date, up to an eight-week maximum delay.

The work will be terminated if it is not finished within eight weeks, and additional liquidated damages of 5% of the job value will be assessed. The maximum penalty will be 10% of the value of the work.
