The Indian government is planning to register only those solar modules that are made using domestically manufactured cells, wafers, and polysilicon under ALMM in the next 3-4 years. This was announced by R.K Singh, the Minister of New and Renewable Energy, who has also asked concerned officers to create a policy in this regard.
MNRE introduced the Approved List of Models and Manufacturers for solar modules in 2019 to boost domestic manufacturing. Under the mandate, solar panels by only ALMM-approved manufacturers can be used for government and net metering projects.
“We will evolve our policies. We will only protect those modules, which are made-in-India cells. In one or two years, we will bring such a policy. Then again, after 1-2 years, we will bring a policy that wafers and polysilicon should also be made in India.”
The minister also stated that the move will facilitate the ‘Make in India’ movement. Moreover, the government will not be promoting the import of solar components in the next few years.
Additionally, the ministry will do a review of ALMM next year. Several low-efficiency panels have already been removed from the list. The government has no intention of promoting outdated technology in the interest of the Indian people, according to R.K Singh.
In May 2023, MNRE announced multiple reforms in the ALMM to reduce the cost to PV manufacturers and fast-track the application process. Moreover, in March of this year, the Indian government also announced the relaxation of ALMM norms till 31ST March 2024 to boost PV deployment in the nation.
