Haryana has a lot of potential for solar energy production because it has almost 330 bright days a year. Correct incentives and policy assistance from the government are critical in making this potential fully operational and in use.

Haryana Solar Potential

Although solar accounts for a small part of the state’s total power generation capacity, Haryana is among India’s top ten states in terms of solar capacity installed.

Out of the state’s 1.3 GW renewable energy capacity, solar accounts for 1 GW. And the state government is striving to expand this portfolio by encouraging consumers from all segments to adopt this clean energy resource.

Some of the schemes incorporated in the state are as follows:

Solar Water Pumping Programme

The Department of New & Renewable Energy is offering a 75% subsidy to help farmers in the State meet their irrigation needs and decrease the expenses associated with using diesel pump sets. As part of this initiative, solar pumps ranging from 3 HP to 10 HP in capacity are being provided.

LED Based on Solar Street Lighting Systems

To minimize reliance on traditional power sources for street lighting in rural areas of Haryana, the state is implementing an LED-based Solar Photovoltaic (SPV) Street Lighting Scheme.

Solar Panels over Government Buildings

The Haryana government is promoting the use of solar power to meet the power requirements of government buildings. Both RESCO and CAPEX models are being used for the implementation.

Solar Policy

In 2021, the Haryana government introduced the Haryana Solar Power Policy 2021 which encouraged initiatives to promote rooftop solar installations. One of the primary aims of the policy was to encourage solar usage in the agricultural sector and the solarization of EV charging stations.

The state also announced benefits and incentives for solar power systems commissioned during the policy period. Apart from these, some other areas that the solar policy focused on were:

  • State plans to install large-scale solar projects, including canal top installations, rooftop solar systems, and solar installations on government buildings, to achieve the solar RPO
  • Transmission and banking facilities will be provided for setting up solar projects for captive consumption or third-party sale within and outside the state.
  • Ground-mounted solar projects with storage will be promoted, and rooftop grid-connected solar projects will be encouraged for captive use.
  • Manufacturing units for solar power-related devices and equipment will receive a 10% tax exemption and priority land allotment.

Solar Subsidy in Haryana

The Haryana government does not provide any additional solar subsidy currently, but residential consumers from the state can avail the newly revised Central Financial Assistance (CFA) directly from the National Portal for Rooftop Solar.

The details of this subsidy are as follows:

  • From 1kW to 2kW: ₹30,000/ kW
  • For 3kW: ₹30,000/ kW for the first 2kW and ₹18,000/kW for all additional capacity
  • Above 3kW: a fixed amount of ₹78,000 will be given.
