Haryana is a large agronomic state with abundant sunlight and biomass. With almost 330 days of sunshine, the state has immense solar potential.

However, unlocking this potential depends on the right government incentives and supportive policies.

In this blog, we’ll explore Haryana’s solar potential, subsidy structure, and the steps the state government is taking to make the most of it.

Solar Subsidy in Haryana

The residential solar consumers from Haryana can avail the Central Financial Assistance (CFA) directly from the National Portal for Rooftop Solar. The details of the central subsidy are as follows,

  • From 1kW to 2kW: ₹30,000/ kW
  • For 3kW: ₹30,000/ kW for the first 2kW and ₹18,000/kW for all additional capacity
  • Above 3kW: a fixed amount of ₹78,000 will be given.

In addition, the Haryana government provides extra financial assistance for Antyodaya families on a first-come, first-served basis. The state subsidy details are as follows:

  • Category I: Families with an annual income of up to ₹1.80 lakh can receive ₹25,000 per kW or 40% of the billed amount per kW (whichever is lower) for systems up to 2kW.
  • Category II: Families with an annual income between ₹1.80 lakh and ₹3.00 lakh can receive ₹10,000 per kW or 20% of the billed amount per kW (whichever is lower) for systems up to 2kW.

Note: To avail the state subsidy, the consumer should have a Domestic supply connection with a sanctioned load up to or equal to 2 kW.

Haryana Solar Potential

Although solar accounts for a small part of the state’s total power generation capacity, Haryana is among India’s top ten states in terms of solar capacity installed.

Out of the state’s 2.3 GW renewable energy capacity, solar accounts for 1.9 GW. And the state government is striving to expand this portfolio by encouraging consumers from all segments to adopt this clean energy resource.

Some of the schemes incorporated in the state are as follows:

Solar Water Pumping Programme

The Department of New & Renewable Energy is offering a 75% subsidy to help farmers in the State meet their irrigation needs and decrease the expenses associated with using diesel pump sets. As part of this initiative, solar pumps ranging from 3 HP to 10 HP in capacity are being provided.

LED Based on Solar Street Lighting Systems

To minimize reliance on traditional power sources for street lighting in rural areas of Haryana, the state is implementing an LED-based Solar Photovoltaic (SPV) Street Lighting Scheme.

Solar Panels over Government Buildings

The Haryana government is promoting the use of solar power to meet the power requirements of government buildings. Both RESCO and CAPEX models are being used for the implementation.

 

Solar Policy of Haryana

 

In 2023, the Haryana government released ‘Draft Solar Power Policy’ with a target of achieving 6 GW of solar capacity by 2030. This includes:

– Ground-Mounted Solar: 3.2 GW

– Rooftop Solar: 1.6 GW

– Solarization of Irrigation Pumps: 1.2 GW

The key objectives are to increase the share of solar in Haryana’s power mix, encourage private participation, introduce the latest technologies, and solarize the agricultural sector.

Under the new policy, the state government will focus on the following areas:

  1. Utility-Scale Solar
  • Encourage independent power producers (IPPs) to develop solar plants for supplying power to distribution companies.
  • Establish solar parks and develop MW-scale solar projects over canal tops, canal banks, and water bodies.
  1. Rooftop Solar Installations
  • Promote solar-based EV charging stations and decentralized, off-grid solar applications.
  • Explore innovative billing mechanisms like virtual metering and group virtual metering to increase rooftop solar adoption in urban areas.
  1. Solarization of Agriculture
  • Implement all three components of the PM-KUSUM Scheme to solarize irrigation pumps.
  • Develop solar cities and villages to expand solar penetration in rural areas.
