The Development Monitoring and Evaluation Office (DMEO) has issued a request for proposals from experts to review initiatives under the Ministry of New and Renewable Energy’s National Solar Mission (MNRE). The deadline for proposal submissions is February 21, 2022.
DMEO is an associated office of NITI Aayog that is responsible for NITI Aayog’s monitoring and evaluation requirements.
Scope of work
The National Solar Mission will be studied from the 2014-15 fiscal year through the 2020-21 fiscal year. The goal of the study is to determine the programs’ relevance to the national development plan and sustainable development goals. The consultants must assess the program’s relevance, efficacy, efficiency, sustainability, and impact using both qualitative and quantitative approaches.
Bid security and financial capacity
As a performance security deposit, the winning bidder will be required to present a sum equal to 3% of the agreement value. During each of the previous three financial years, the bidder’s minimum yearly turnover should have been $10 million ($134,353). Applicants with a higher proportion of revenue from professional fees would be given more weight in the review. Liquidated damages of up to 1% of the agreement value per week, up to a maximum of 10% of the agreement value, will be imposed and recovered by the appropriation of the performance security deposit in the event of a delay in the completion of services.
Eligibility
To participate in the bidding procedure, the applicant must be a local entity as defined by the applicable laws. Individuals are not permitted to bid on this tender. The applicant must have completed three suitable assignments in the previous six years. No applicant or associate should apply for the consultancy more than once. An individual or associate applicant should not be permitted to submit a second application, either individually or as a member of a consortium, as the case may be. All costs involved with preparing proposals and participating in the selection process, including subsequent negotiation and visits to the authority, shall be borne by the applicants.
The applicant must have completed a solar energy-related study in India with a sample size of 250 respondents or conducted an evaluation study in the energy sector in India with a sample size of 250 respondents within the six financial years before the proposal due date and the assignments are still ongoing. Also, before the proposal due date, the applicant company claiming credit for an eligible assignment must have received a professional fee of at least $2.5 million ($33,538) for that task. He should have finished the essential assignment before the deadline for project development.
