The Bihar Renewable Energy Development Agency (BREDA) has floated the tender for hybrid rooftop solar projects with 1 MW capacity. This solar project has the net metering facility under the capital expenditure (CAPEX) model at various government buildings in Bihar. 31st August 2021 is the last date to submit the bids.
The Bidder, who will win this project, has to do the design, supply, installation, testing, and commissioning of hybrid (solar with battery storage) rooftop solar projects, as well as the solar projects’ maintenance activities for five years.
The total capacity of the solar project is 1 MW it has multiple categories within it such as 2 KW to 10 KW, 11 KW, and above under the CAPEX model.
An amount of ₹200,000 (~$2,687) as the earnest money deposit has to be done by the bidders. The successful bidder will have to deposit 10% of the total contract price as the performance guarantee under BREDA.
The rooftop system should be inspected, supplied, installed, and commissioned within 90 days from the day of the issue of the work order.
To participate in the bidding, the interested bidder must have experience of grid-connected solar power projects or off-grid solar power projects successfully execution in India during the last three years. The cumulative capacity of these projects must be at least 150 kW.
The minimum annual turnover of the bidder should be ₹20 million (~$268,737) every year for the best three financial years out of the last five years & should have a positive net worth at the close of the last financial year.
According to the tender document, the solar modules used must be guaranteed for their maximum wattage, which should not be less than 90% and 80% at the end of 10 years and 25 years respectively. If the system doesn’t install within the stipulated time, the contractor will pay the penalty of 0.5% of the contract price per week for the delay, subject to a maximum of 10% of the contract price of the issued work order.
Further, the document added, the battery bank comprising batteries conforming to IS 15549 or the latest Bureau of Indian Standards (BIS) specification should be used for the project. The battery capacity should be a minimum of 7.2 VAh/Wp.
