The Union Cabinet approved the Production Linked Incentive (PLI) scheme for the ‘National Programme on High-Efficiency Solar PV Modules’ on Wednesday, 21 September 2022. The government has passed a grant worth Rs. 19,500 crores to achieve the Gigawatt (GW) scale manufacturing capacity in High-Efficiency Solar Modules.
The National Programme on High-Efficiency Solar PV modules aims to build a manufacturing ecosystem for high-efficiency solar PV modules and reduce import dependence in the renewable energy domain. The cabinet further states that this decision will ‘strengthen Atmanirbhar Bharat initiative and generate employment’.
Under the project, about 65,000 MW per annum manufacturing capacity of fully and partially integrated solar PV modules will be installed. Further, the initiative will provide direct employment to about 1,95,000 people and indirect employment to around 7,80,000 persons.
Additionally, the initiative will create import substitution of approximately 1.37 lakh crores. Moreover, the move will boost R&D to achieve higher efficiencies.
As per the official statement released by the cabinet, solar PV manufacturers will be selected on a transparent basis.
The PLI scheme was introduced by the Central Government in 2020, in a bid to boost domestic manufacturing capabilities and reduce imports. Under the initiative, to boost the production capabilities of some industries in certain labour-intensive sectors, the government provides incentives to companies.
These incentives can be in the form of tax rebates, import and export concessions, easier land acquisition etc.
